It's not an RPG, and it isn't very similar to previous Paper Mario games in terms of genre or design. It's not that the game is horrible (it isn't) it's that the game isn't what fans want from Paper Mario. The game is just mediocre, not terrible, but people hate it because the previous games were so good and Sticker Star completely changed the formula in such a dramatic way that we'll never get another game like Paper Mario or The Thousand Year Door. It's a complete genre change for the series, like if Zelda suddenly became an RPG like Final Fantasy or if Mario Kart became a driving sim.

It turned an RPG series into a light action/adventure series with papery puzzle elements. Considering the story, characters, and world were the main draw of previous Paper Mario games for many fans, this significantly limits the appeal of Sticker Star and Color Splash. Miyamoto and other team members have confirmed that this was intentional, and that they moved the Paper Mario series away from RPG elements and deep stories in order to focus on gameplay and differentiate it from Mario & Luigi, their other Mario RPG series. gameplay which is only okay to begin with. It strips out every non-essential part of the story in order to focus entirely on this new gameplay. It's just a simpler game with a much stronger focus on gameplay and a much weaker focus on characters and plots than previous games in the series. The real issue is that Sticker Star has significantly fewer characters (including cutting partners out), significantly simpler plots, and a significantly less interesting, far simpler world overall. Watch any of Arlo's Paper Mario videos for in-depth coverage. Other people have covered it better than I can. It largely removed the RPG elements from the series, as you noted, and the gameplay is controversial for a lot of reasons that I don't have time to get into.
